Child Care Resource and Referral (CCR&R) agencies "do what it takes" to make child care work for families in the state of Wisconsin. They help parents sort through child care options and assist them in selecting quality child care. CCR&R agencies help to increase the supply of child care in areas that may be lacking sufficient care, offer start up information and technical support to potential child care providers, and give technical assistance and support to existing child care programs. They help communities, employers, school districts, W-2 agencies, and others develop local solutions to complex child care problems. The CCR&Rs in Wisconsin refer equally to family child care and group centers, depending on parent needs, preference and availability. They serve all families, and all child care programs and providers.

Child Protective Services Intake (CPS)

Provides staff coverage for telephone and walk-in child abuse and neglect referrals received during work hours. An after hours system is offered with Juvenile Court Intake to enable referrals 24 hours a day.
Child Protect Services Ongoing (CPS)
Supported services are provided for the change process to families who present a safety risk to their children. CPS intervention strategy is to provide safety and treatment services that allow children to remain safety in their home.
Youth Services Unit
Supervises and provides services to juveniles who have violated criminal law, have runaway, are truant, or are in violation of other civil laws.
Intensive Supervision Program (ISP)
Deals with judicated juvenile delinquents. Provides monitoring and global system tracking with juveniles as an alternative to out of home placement.
Alternate Care Unit
Recruits, trains, licenses and manages foster homes and provides payment for kinship, respite or treatment foster care, group, and residential care placements for youth who can not manage safely in their home environment.
Coordinated Services Team (CST Initiative)
Serves children with mental health issues and their families. Work with families, community to help maintain children in their family home.

The Birth to 3 program provides specialized services to children with special needs from birth to three years old. The program helps to identify delays in children’s growth and development process, and intervenes to overcome difficulties that might hinder future learning. Services may include developmental screenings, therapies, family support, parent education, transportation, and referral to other agencies and resources.
Family Support Program

Family Support Program is offered to families who are caring for a severely disabled child at home. Services include referral to community resources, linking families with other families, strengthening natural supports, and limited funding to purchase goods and services. The child must have severe physical, mental, or emotional disabilities and be younger than 21 living at home. Family income is not a basis for eligibility, but cost sharing may be required on a sliding fee scale.
Children’s Long-Term Support (CLTS) Waivers
State provides 3 new waiver programs to meet the needs of children disabled in the following areas: developmental disabilities, mental health, and physical disabilities.

Hand in Hand is based on the concept of "full inclusion", in which typically developing children are groups with children with special needs.
